No rear seats is ok if you have the belts removed to. A roll cage is ok once it’s bolted in, a welded one isn’t allowed. I don’t know about the front harness because I left the original seat belts in and have factory Recaro seats.

A harness may be an issue - pg. 29 of the NCTS manual states the following as reason for failure:
For vehicles first registered on or after the 1st of January 1992:
(a) A lap and diagonal type belt is not provided for all outer forward facing seats.
In saying that, how do Porker 911 GT3 RS's etc. with factory harnesses pass an NCT ?

Depends on the tester really. Although it was last year but few friends in the nct said there's no issue at all in any sort of rollcage once it doesn't obstruct access to the car i.e; it can not have door bars.
A harness is fine once you still have conventional seat belts too.
Car being stripped out is no problem once there's no sharp metal work, wiring or anything exposed
Some testers might want an engineers report for the above alright but that it's too difficult to get either and nice to have for your insurance too when keeping everything legit :)
