Looks like the glow plug control unit on my E60 is faulty and needs replacing.
This will be the third time in 3 years.
Surely, there is something else causing this to happen?

The biggest cause of the control unit failure on that engine is oil contamination. Double check that none is leaking onto them, it comes from the swirl flaps.
I have seen them fail without any oil contamination but once replaced with a beru or genuine unit they rarely give trouble again. What brand are you fitting? And you've checked that it's not your glow plugs are faulty?
Also make sure if you've fitted glow plugs recently that there 5v ones, not on BMW's but another brand of car I've seen the wrong voltage glow plugs fitted and this damaged the relay.

AFAIK Beru is the OEM supplier, was for the E92 anyway.
What other jobs could be done or things checked when replacing the unit and glow plugs?
