Afaik pre 1991 your allowed run them, after that illegal
Yes pre 91 vehicles can display the black plates even the classic irish yellow rear plate after 91 if stopped by the fuzz expect a court appearance and a hefty fine

Pre 87 can run them legally, pre 91 and post 87 can run plates without the euro symbol and county name as gaelige.
