There was a collector a few years ago who was buying a Merc CLK DTM cabrio with very low miles. He got a guy to drive on up and down and Autobahn to put miles on it before be brought it in here to avoid the vat.

You wouldn't have to pay the VAT, just the difference in VAT, the VAT would have been paid when the car was originally bought.
Not sure of the finer points of VAT rules but I'd guess that would depend on the VAT status of the initial buyer (may or may not be the seller in this case), whether there have been intervening owners and whether the seller is in a position to issue a VAT invoice now for the car.
