Extremely hard to enforce , whats likely to happen is a neighbour will give a lad washing his car a dirty look next thing it will be on the news man strangled to death with garden hose
They need to bring in a flood ban for the winter too

The "drought" has only been made official because we haven't had more than 2mm of rainfall in 15 days...
...nothing drastic needs to be done, it's just the councils jumping to try save afew yoyo's
