stars under usernames ?

No the stars are just to differentiate different types of members - traders, moderators, regular members, etc

However, the title underneath that again will change for members the more you post

how do some seem to have the ability to change the name under the stars themselves? Thanks!

Click User CP, Longside the Log-Out... Go to edit profile on the left and then insert whatever in the Custom User Title box.
