How to make my headlights yellow?

Okay, seen this picture online and think it looks sweet..
Just wonderin how is it done, with the yellow inside?
I'm guessing it the stuff you paint on, but the finish looks pretty factory to be paint, can they be both?
Want to do it to a e36

Few options...paint from a craft shop for stain glass windows, yellow roll you can get on ebay or Cab (site sponsor super4) does bulbs that give the effect.
