My Galaxy S3 runs android 4.1.2 and when I look for updates, it says that
the latest software is installed.
Is there something else I need to do? I thought this was an over the air
update?

The updates are rolled out by the network operator that the phone was sold by as they have to do their own software variations.
My 3 Galaxy S3 got it update a week a got to version 4.3
You will have to wait until the network operator pulls their fingre out and releases the update.
Mine is same 4.1.2..is there a update we cant get.

Be wary of SGS3 Android 4.3 updates. Vodafone handsets are only recently over a major fcuk up of a roll out of a Jellybean update, which rendered the phones pretty useless freezing and rebooting.
My own SGS3 is running 4.1.2 reliably.

Is the place to be for custom roms and optimised images for your phone.
Careful though there is some bad ones. Read the threads and get the tools. Will take a lot of reading though. Worth it. Phone is smoother, less bloatware. Might void your phone warranty too.
