I used a brillo pad for the inside and around the rim to get all the crap off when I first bought the car then I finished it off with autosol metal polish it came up brand new I just wipe it down now every time I wash the car
You could try oven cleaner if it's really bad
Elbow grease and metal polish should do it, might be easier with steel wool (#0000) or brass wool (softer than steel wool).
Brasso after oven cleaner and or fall off/iron clense
Oven cleaner is not a bad suggestion, but I used AutoSol metal polish with a fair bit of brute force! They all should shine up nicely!

Wire wool and Autosol will do the job.
Don't use anything to harsh as it will scratch the surface too much and the small scratches will fill with even more dirt down the line so use some 0000 grade wire wool if its bad use some 000 first

Will give it a shot with a bit of iron cleanse, some did come off with some tar remover.
I don't fancy any wire wool as I don't want to scratch them.
Very fine steel wool is fine, like 0000 grade I think it is
Worked on my eisenmann, came up as new after
