u cant re-fit steering wheel!! it has only one position for steering wheel fitting ! that she passed nct it doesnt mean that car is perfect .most common front lower straight arms , ball joint wear ,and they do fail on low mileage , non nct centre will found this and lot other garages as well .the last case , it just need wheel alignment

Im not certain about the track rod as I havent looked , If anything the car pulls slightly to the lef therfore by my recconing if the tracking is adjusted to correct this then the steering wheel will end up tilting more to the left. As I said before, Its not a big deal, just annoying at times.

wheels are aligned by steering wheel position , which should be 100% straight , on its 0 degree. not steering wheel by wheels position when some garages does if cant adjust track rods cos they could be badly seized . If steering wheel will be few degrees to the left or to the right, it may get traction light on the dash, as tractions sytem thinks car is going sideways .
and as i said , this would cause worn suspension parts, even rear axle not only front ,or bad wheel alignment -not 100% correct on front or rear as well, and previous badly worn tires ,and last check tire pressures all around

I had a similar symptom, car drove ok and straight but wheel was off centre. It was a bit skittish over a bump, and in the wet you could feel it through the seat of your pant's that the rear was pulling wrong. So I pulled the back nearside apart and found the rose joint was shot - pressed in a new one and the steering wheel centred up. This was an E39 530d for reference.
