Part Worn Tyres

I heard that its been made illegal to fit part worn tyres up here.

But its still OK to sell them.

So what happens if you buy a used set of alloys ,they would be part worn tyres ? Id say the real reason for them banning it is money it always comes down to money id say there losing a fortune on tax
